how to get blue tooth to work

No battery charge
My battery is out of order so i bought a new one (from e-bay) .It looks the same,it fits ok but when i plug in the ac adapter the battery charge led initialy does not come up and after a long period it start to "bleep" continiously. What does mean?

laptop screen broken/use external monitor
. Cannot get past the Start windows Normal -safe Mode screen.
The monitor stays connected and on when showing that screen or in any Safe mode choice , when i try and open windows normal then i loose the monitor. Reads No Signal ??

COMPUTER WON'T RESTART/BOOT UP

Problem with display
I purchased an HP Pavilion Altec Lansing Laptop. The screen will not come on after I push the power button even after I try adjusting the brightness. There is a blue light blinking on the front portion of the laptop. I an unsure what that indicates for I am without the manual. Please help

VIDEO PROBLEMS
Faint video I have Panasonic Toughbook CF-W2 with XP Pro. I am having problems with the LCD video - the video is faint but works fine with an external monitor. Replace the video inter board, reseated all video connections no luck. Any help?
