Cable problems

I have followed all of the instructions and the cable that runs from the lat bar to the weights is too short and when installed keeps the top weight floating about 2 inches. It is the high cable. and yes I have to right cable installed. PLease help I would like to use this gym sometime. thanks soo much. Any info would be greatly appreciated.
