Blades won't engage

The blades will not engage. I have replaced to PTO swithc and the relay assembly and still not working. The pullys move freely and belt okay. The belt up high seems to be loose and the pully doesn't move. However this pully is not attached to the mower deck.
No loose wires although there was a burning smell and once the tractor was turned off, once restarted the dek would not engage.
Can you help?

    TURNS OUT THE CLUTCH WENT BAD ON THE MOWER DECK. COST: $250.00
