Husqvarna Push Lawn Mower 5521BBC

runs rough, low power, stalls

Started happening recently. Once the mower warms up it starts surging and then cuts with very low power. When I move the lever to the off position, it doesn't shut off. There's a little loop of cable sticking out at the engine end that I push and then it shuts off.
