SMS messages not working

I am unable to send SMS messages. I tried the Centre phone numbers but got 'not recognised'. Tried the helpline number and no answer. Have these phone numbers changed and is this why my SMS function won't work, or have I forgotten my Pin number. Cannot seem to get SMS 'on', though have gone through the motions as directed by the manual.
