Sears Push Lawn Mower 6.5

lawnmower wont start

had lawnmower tilted forward and when i went to start it oil sprayed out of muffler,took muffler off,tried to dry it out,will try to fire for 3 or 4 seconds and shut down,now i did have it rained on for a short period of time,prior to storing it in forward tilted position
