belt slows

We haven't used this treadmill in a few years, and it has been sitting in a barn. When I step on it to walk, it slows down to around 1, then speeds back up to whatever I had it, then repeats this. Do I need to lubricate it, or tighten the belt?

    does belt stop, and if so, is there an error code?
    I had a problem where belt stop and repair tech said it was likely belt and board wearing causing power surge. Did it intermittently but enough to force me to trash the treadmill ( 5 years old). Repair cost of belt and board very expensive. Good luck.
