Chair does not seem to charge

Chair does not seem to want to charge. also when plugged in to charge the normal blinking lights showing interlocked so it does not move is not coming on.

batteries are recently new and normally charged and maintained regularly.

'repacede power cord but still does not charge.

Checked circuot breaker.

I have only one light the lowest red light but it is blinking but i think its notdiagnostic codes it is jus warning the battery is low.

What else can I do??
