Poulan Pro Push Lawn Mower 96114000316

Won't start

We bought this lawn mower at Wal-Mart after it had been returned. We were told it had a problem that had been fixed. When we got it home it would not start. It doesn't seem to be getting any gas. Is this a normal malfunction and how do we fix it?
