Ryobi Table Saw BT3100-1

angle adjustment not engaging

The angle lock will not disengage; I can only get the blade to move up and down, not angle. The lock will move from left to right if I pull out on it (with no effect), however it does not appear to move as far right as the image in the owners manual.
